Varios pa\u00edses restringieron el flujo de la inmigraci\u00f3n durante la guerra, especialmente de los refugiados jud\u00edos. Como puerto abierto, Shangh\u00e1i fue uno de los pocos lugares en el que los jud\u00edos sin estado pod\u00edan desembarcar sin pasaportes ni visas.
